How do I get Google to notice my web site?

I have a small art studio and also do faux finishing in homes and businesses. Is it the job of my web designer to see that people are directed to my web site when they do a search for terms like faux, portraits, painting, art studio or art lessons?
I did not design my own web site. I got a "bare bones" site and want to add more content and make it easier for people to find me, communicate with me, be able to buy products, and know all my services. Is this something I can do easily, or do I have to pay somebody to do it for me? I do not know how to set up a web site.
